FBL 2nd EDITION

Future Basketball League, hereinafter referred to as “FBL” or “League” is an amateur league which means it doesn’t have a professional status. The aim of the competition is to crown a champion of the FBL League as well as to populate the sport of basketball and amateur sport in Malta.

Players participating in the League do it at their own risk. The Organizer does not take responsibility for the player’s health during the League. Before the season, Team Captains sign the Team Registration form with the Roster, where they confirm to take full responsibility for their teams.

In case of an emergency the Organizer is obliged to call an ambulance for the player who requires it. FBL is run individually by the Organizer –  Robert Novak. All participants of the FBL are also required to abide the Sports Halls’ rules.

  1. The FBL League games are played in the fixtures set by the Organizer. All fixtures are published on the League’s website (https://www.fblmalta.com). After publishing, the fixture time cannot be changed.
  2. Organizer is responsible for organizing the games.
  3. FBL League is a closed league, meaning that no Team can be relegated.
  4. There are no restriction on player nationality or gender. It means that every player from any country can participate to the League, either male or female.
  5. Every game is officiated by the referee(s) designated by the Organizers. The referees do not need to be qualified referees.
  6. The scorekeeper and time keeper should be delegated by the participating teams.
  7. The games are played by the FIBA Official Basketball Rules 2014 with some alterations.

  1. In case of an on-court fight, the player/s will be forbidden from taking part in both the current season. Further to this, the players and his Team may also be forbidden from continuing the ongoing season, the next season or even be permanently banned from the all FBL’s League activities.
  2. If the player uses a foul language towards other players, referees, organizers or the supporters the Organizer can suspend the player for the ongoing season, the next season or permanently ban from the all FBL’s activities.
  3. Organizer can take any other disciplinary decisions on the gross misconduct.
  4. The right to interpret this Rules belongs solely to the Organizer. The Organizer is Robert Novak.
  5. In cases not decided in the Rules, the Organizer takes the single-handed decision.
  1. No more than 5 players from one team can be on the floor at the same time. Maximum 12 players can be put in the score sheet.
  2. Every game consists of 4 quarters of 10 minutes running time except during free throws, substitutions or other cases at the discretion of the Organizer. The shot clock is 24 seconds (if available). Every team can have 1 x 30 seconds timeout in a quarter, plus one in the last (4th) quarter. There is a 1-minute break between the 1st and 2nd quarter and 3rd and 4th quarter. The half time break is 3 minutes. In case of a tie – 5 minutes extra time is to be played.
  3. 5 minutes before the tip-off, Team Captains are obliged to provide the SCORE SHEET to the table referee. Score sheet needs to be filled in with the CAPITAL letters and consist player’s names and numbers.
  4. There is an unlimited number of substitutions that can be made during the game. The substitutions need to wait for the break of the game or the possession change to perform. All substitutions are to be made from the scorers’ table area. If the team changes its players outside that area – the technical foul will be given.
  5. If on the scheduled time the Team does not show up on the court the walkover is whistled out and the present team receives 2 points for the win. The score is set to 30:0 and the losing Team needs to pay the Walkover Penalty before its next game. The waiting time for the late Team is 5 minutes.
  6. Every Team needs to start a game with at least 5 players. If there are less than 5 players on a team, the referee is obliged to whistle out the walkover. In this case, the Walkover Penalty will not be implemented.
  7. Teams can have no less than 3 players on a court. In case when the player gets his 5th personal, a technical or a disqualifying foul that would leave his Team with 2 players on the court, the referee is obliged to whistle out the walkover. Even in this case, the Walkover Penalty will not be implemented.
  8. Team Captains are responsible for filing the complaints after the games and can do so by sending it to info@fblmalta.com no later than 24 hours after the game.
  9. Organizer can decide to re-play the game.
  10. Every win gives the Team 2 points and the loss gives 0 point to the Team.
  11. After 2 walkovers in the season, Organizer can disqualify the Team from the League and the competition continues with the lower number of participants. Above mentioned Team will be automatically put on the last place in the League Table.
  12. FBL League Regular Season standings are determined by the points won. In case of more than 1 Team having the same number of points, the deciding factor is the Head-to-head record and after by Points Differential.Elaboration:
    If 2 or more teams have the same win-loss record of all games in the group, the
    game(s) between these 2 or more teams shall decide on the classification. If the 2 or more teams have the same win-loss record of the games between them, further criteria shall be applied in the following order:
    • Higher game points difference of the games between them.
    • Higher scored points in the games between them.
    • Higher game points difference of all games in the group.
    • Higher scored points in all games in the group.Examples:1. A team and B team have 7 wins and 5 Losses
    A team won twice against B team.

    1st game: A VS B 61-51
    2nd game: A VS B 51-61
    Order A,B (1-1 but 123-123, A has better overall points difference +6)5. A team and B team have 7 wins and 5 Losses and A team has +6 overall points difference (586-580 PA-PF) and B team has +6 overall points difference (472-466 PA-PF)
    The result of the games were 1-1
    1st game: A VS B 61-51
    2nd game: A VS B 51-61
    Order A,B (1-1 but 123-123, A has higher overall scored points 586!)6. B team, C team and D team have 7 wins and 5 Losses
    Then we examine the classification between B,C,D only
    Criteria shall be applied in the following order:
    1. Wins (direct encounter)
    2. Game points difference
    3. Higher Game Points (Higher scored points)
  13. Every player is suspended for 1 game after receiving 2 technical fouls.
  14. The FBL Champion is the team winning the Play-Off Final.
  15. In case of 6 or 7 participating Team to the League, 4 teams will participate to the Playoff games. In case of 8 or more participating Team, 8 teams will participate to the Playoff.
  16. Seeding in the Post-Season will be based upon the points scored during the Regular Season.
  17. Based on 6 or 7 participant Teams, Teams placed 1-4 play for their Final spot. Semi-final: 1 vs 4, 2 vs 3.
  18. Based on 8 or more participant Teams, Team placed 1-8 play for their Semi-final spot. Quarter-final: 1 vs 8, 2 vs 7, 3 vs 6, 4 vs 5.
  19. Top 3 teams of the League will get prizes. The Cup is the trophy for the Champion.
  1. Every Team needs to pay the Registration Fee before being entitled to play in the League. This shoud be not later then the first game of the season.
  2. Team’s rosters need to be registered prior to the first game, by sending via e-mail or delivering the signed copy of the Team Registration Form. Every Team needs to consist of at least 8 players and maximum 15 who are registered upon providing their names, surnames, date of birth, nationality, height, weight, jersey number, role and personal contacts (phone and e-email address). Failure to send or deliver a Team Registration Form disqualifies the team from participating in the League. However, after successful registration, the Team can add more players throughout the season, up to maximum of 15 players in a squad. This needs to be proceeded by paying the Late Player Registration Fee.
  3. The Team Registration Form also states team’s responsibility to cover the costs in case of their misbehavior in the Sports Halls.
  4. Every Team is represented by the Team Captain who is the contact person for the Organizer. Team Captain is the person responsible for all mediation, squad changes, payments, protests and fixtures negotiations.
  5. Every Team needs to provide the Organizer with their colors. Every player on the Team needs to have a kit/shirt of the same color. Every player needs to have a kit number. In some instances, the Organizers may provide a team with the FBL bibs.
  6. Participating Teams are responsible for safekeeping and friendly atmosphere during the games. They are also responsible for their supporters.
  7. Teams are obliged to make sure they do not play the suspended player as it will be noted on FBL website (https://www.fblmalta.com).
  8. The only players who can play in the Play-Off are those who were registered in at least one third of their team’s games. Definition of registered player: He/She has to attend during the game.
  9. The League imposes fees and penalties on the participants:
    a) Registration Fee – €500,00 to be paid before the 1st game of the season.
    b) Late Player Registration Fee – €40,00 for every player registered after the deadline. Player transfer between teams 30€.
    c) Walkover Penalty – €50,00 to be paid before the next game in order for the team to be able to participate in the game.
    d) Technical Foul Penalty – €10,00 for every technical foul – to be paid before the next appearance for the player to be able to participate in the game.
    e) Disqualification Penalty – €30,00 disqualification – to be paid before the next appearance for the team to be able to participate in the game. And the disqualified person has to skip the next game.
  10. During the season only 5 players can be added to the roster but every new player registration fee €40,00.
